Nah, Rehnquist birthed the modern court. Roberts could never surpass him. All Roberts did was carry out his former boss’s final directive.

I think Rehnquist as solicitor general is the most damaging, basically telling Republicans what judges to appoint for the last 50 years. And yet they still tried to hand it to us with Souter and Ginsberg (the pot-smoking one) before McConnell decided to take charge.
