I'm not seeing how protesters wearing masks for both social and medical safety reasons is "the left discouraging people from masking."

Maybe we're focused on diffferent things? Elected Dems are supporting mask bans. So the outcome is there's much bigger consequences for masking and the left is less likely to show up to protests in a safe way (or at all).
