Did Chevron ever come up with rule rescission or aggressive deregulation? I am having trouble finding examples.

If an interp of the requisite formality was deregulatory, then Chevron would apply, as in Chevron. (Tho some rescissions aren’t based on stat interp, eg State Farm). I have in mind not making a rule or not enforcing, which is basically beyond judicial compulsion with or without Chevron. Sound right?
