it reflects the fact that you can't have normal politics in an abnormal society. even today, changing the electoral system doesn't seem to do much in Northern Ireland.

NI is an interesting case. SF currently garnering a lot of votes, but embedded tribalism means there won't be a merger with the Republic anytime soon (if ever). At a minimum, they'd need a supermajority (66%) in a referendum, with a second one after the terms were defined.

I don't think it's "even today" - once upon a time, changing the electoral system was very effective in Northern Ireland. It just breaks down as a solution once the group you're trying to shut out hits 40% of the population.
