Okay, that's the second part--I don't think people "develop," ie get better at publishing without also reading and reviewing; indeed, it's usually obvious, not in a good way, when an author has isolated themselves from the conversation by choosing to avoid the work that makes publication possible

Reading and reviewing are not the same thing and not doing much of the latter is not isolating yourself. Tbh it is probably my area of research that makes me tend to think that the work I have been asked to review has rarely, if ever, touched on my own work. But then maybe my work is just lacking.
