All federal courts should be expanded. The last time was 1990, and the US population has increased by 33% since then. A 33% increase at all levels would imply 3 or 4 new Supreme Court justices, 4 new Appellate circuits, and 31 new districts.

I'd make one slight change in emphasis to you article. A politician wants exactly. 50% plus 1 vote. Any less, and they lose. Any more, and they have to share the electoral spoils with more people, thus diluting the spoils.

In the past 90 years, only 7 justices were appointed by a Republican president who received a majority of votes and didn't conspire with a foreign government to get elected. These were Alito, Roberts, Stewart, Whittaker, Brennan, Harlan, and Warren.
