Cheapest way to get into nib stuff is just getting a dip nib and then some india ink and going to town. Shouldn't cost >$15 between a cheap holder, a single nib, ink, and a sketchbook with appropriate paper.

Fountain pens are more portable tho. And there's some cheap options under 10 that are great, like Pilot Preppys or Jinhaos off Aliexpress. Still refillable too, so less environmentally taxing than a ballpoint.
