The continued violations bit is important. My favorite example was a speed camera placed on a four lane road at the bottom of a steep hill. Anyone who didn't ride their breaks continuously down the hill would get ticketed. You could stand on the sidewalk and watch it happen multiple times per hour.

I think there's one speed trap that's been in the same location for 10 years, nearly always the highest grossing camera in my area. This is seen as evidence that it's needed, but a camera that constantly gets revenue doesn't solve the speed issue or save lives.
