We are stumped by these hooks. Mirrored pair, doesn't seem to fit on 2x4 studs or rafters, clearly is a Clever Solution, but to what?

This will be stuck in my head all day. I once got stumped for weeks by what turned out to be a candle wick trimmer, it was awful. Is there any chance they work the other way? Like is the loop the size of the loop on a clothes hanger, maybe it’s for hanging a pair of boots, by their heels?
