But what I meant by this is that in the absence of an effective vaccine that prevents transmission, no policies short of a prolonged shut down and a complete and permanent closure of the borders could stop the waves from coming every time it mutates (which unfortunately is often).

This is a miopic view. You can live with measures that mitigate disease, if you can't get rid of them entirely. Venereal diseases are one of the greatest examples of that, with the mass wearing of condoms, free IST testing, HPV vaccines and sexual education in schools.
