Party manifestos - almost by definition - promise a lot that the party concerned isn't going to put into practice. Often they're written with no intention to do so.

Keir Starmer has proven on multiple occasions (still in Opposition) that his promises aren't to be believed.

Even if it was all good there would be the question of how much they actually intend to deliver followed closely by what they are competent to deliver.
