Add in a subsection forbidding executive pardons too, they do more harm than good.

Executive clemency can be and has been used well, and to advance the interests of justice. I'm not in favor of abolishing it. I can be persuaded to disallow self-pardons and might be persuaded to put a time limit on them (no pardons before eight years after conviction, for instance).
