Pretty sure this has been the Republican position for at least 20 years or so, and I'm not just saying that off the top of my head.

There's no federal right either, at least not on an individual basis. The federal Constitution does guarantee every state a republican form of government so SOMEONE has to be able to vote, but it doesn't have to be everyone. It's a big flaw, tbh.
