Petrochemicals having higher margins may be true for refineries but doesn't solve the problem. I don't think (someone please correct me) you can run a refinery to just produce chemicals. I.e. you might need that other low margin stuff to just run the plant while it makes up the bulk of the product.

Yeah, that's my impression. Trying to produce *just* one (or a subset of) end product(s) massively reduces the efficiency and economic viability of the whole system. There... might be "we made these fuels as byproducts, how can we make them something else?" options, but Not My Area Of Expertise.
