It's always problematic to measure success in terms of inputs rather than outputs. Same issue has plagued the international "development" area forever. "We spent $X!" Yup, and what happened? "We reached Y number of beneficiaries!" But what happened?! More kids graduate? Undernourishment down?

For sure. Points for trying -- acting is much better than not acting! -- but it's *noticeable improvements to people's lives* that will expand and accelerate support for further action.
