Because the power in France rests in the presidency, not the prime minister. Le Pen was on course to win the next presidential election. However, by forcing her party into a system where they have to deliver, it will weaken them. Cohabitation always damages the party in parliament not the president.

The concern was the far right would win handily if they waited until the scheduled elections. The idea being to scare people into voting.
