This reminds me of the English Chess Federation's rules that stipulated different requirements for "sets of organizations that together can call an EGM" and "sets of organizations that together can put motions to an EGM". The obvious consequence never actually arose, but it could have done.

I think the listed ratio for A4 is 99:70 (297 mm * 210 mm), which I think is the closest rational approximation to SQRT 2 with a 2-digit numerator.
