Exactly! Culture lag is a crucial part of nostalgia. It’s why 80s nostalgia includes interior design decisions made in the 70s. If someone got a GBC or N64 in 1999, and played it for five years before upgrading, that’s 00s nostalgia.

There’s definitely some regional variation too. Look at Napoleon Dynamite being supposedly set in the early 00’s, but since it’s rural Idaho there are signs of cultural arrest in many different decades.
