That's absolutely not true (and would be unfounded for both cell phones and after a candidate's agent admitted manipulation efforts). This article cites a decline of 36 to 9% response rate from 1997 to 2019.

Two things are true, the response rates this year are cartoonishly low but the last couple were reasonably accurate and while being quite low. We won't know till November if they gotten bad enough to become much less accurate or if the corrections that worked for the last drops will help with these.

It is true, and you're overlooking the fact that polls exist in time. If there's a drop in response rate over time, it's affecting the polls over that time. Polls done at the same time can expect similar rates... but you're saying this one is bad in comparison to other contemporary polls.
