Government student loans should be no higher than prime rate, or maybe just slightly above. That's it. Frankly, I'd be ok with zero interest, as investing in education reaps immeasurable rewards for society.

That is half the problem. The other problem is universities charging up to $100k a year - no transparency on why - and causing ridiculously high loans to be necessary for attendance.
