Because the act of dropping out carries with it huge costs and considerable unpredictability which are probably not considered "worth it" by the most experienced political people. Could you find a new person with higher numbers than Biden? Maybe, but not *enough* higher to outweigh the costs.

Other candidates have growth potential. Lots of voters don’t know them as well and don’t have an opinion yet. Voters know Biden very well and his approval rating is in the 30s. How do you turn that around?
