Absolutely. It is entirely different to be forced to leave a place because you are personally vulnerable and persecuted vs. evangelizing for abandoning others out of convenience from a position of relative strength.

(I would also never criticize, e.g., someone who is pregnant or might get pregnant for moving away from a state that criminalizes abortion. But I think it's callous and shortsighted to simply write off states that do this and the people who live there.)
