The refusal is b/cMayorkas was actually doing his job. He had just gotten out of 3 months of bipartisan negotiations crafting a border bill that the MAGA Congress rejected at the behest of Trump. McConnell admitted it. You can't impeach someone for not doing their job when they are doing their job.

No ma’am. That is nonsense. Democrats wanted to hide the evidence of his misconduct. If he was innocent a trial would establish that. This was about a cover-up.
