It's to make get maximum contact area actually glued. The curvature of a tire doesn't always match the rim perfectly, but you won't see that from the edge - it will be the center that's "loose." If glue gets pushed out, you used too much on your final coat. another reason to mask off the side.

Gotcha. This is probably bad physics now that I think about it but I was imaging that inflating the tire to 100+psi would push it down into the rim bed sufficiently.
