It did a long time ago when coal was still dominant. I led a study about how natural gas produces less greenhouse gases (and less air pollution) than coal back in 1997! www.osti.gov/biblio/577277

I understand. But there was always enough market support for it not to need targeted climate investments that were more urgently needed to catalyze solar, wind, etc. That's what I was trying to say. At least I never saw the case for that convincingly made.
