It's not "normal" it's roughly 5% of households and the reason is e have more extreme weather than y'all. Yes there's issues with the grid- more Californians are getting it because of fire related power shutoffs but the people most likely to have home generators live in hurricane zones

In Vermont we'd periodically lose power if the storm was bad enough because of the weight of the snow would put tension on the lines. It'd always be less than 12 hours, usually overnight. The state is rural and low density so burying lines would be $$$$
