I don't recall all of the technical reasons, but after spending a LOT of time struggling to make the format of the story work (in this and ebook format), this way was what our webmaster advised would be best. As for screen readers—there is alt. text for all of the text-images, so I hope that helps.

Sure! Please don't imagine I'm trying to call your or your webmaster's competence into question— I'm not. (Doing weird stuff with CSS is a niche interest of mine, on and off the clock, and it looks like an interesting challenge. But it can be a real timesink.) In ebook format, heaven help you 😀
