Not more than may other relationships in many areas with millions of people. If they were on different sides might look worse but they were together. She didn't pay him, the county did.

If it wasn't for her would he have gotten paid by the county? Or was his hiring a complete surprise to her? A coincidence? Because that's the only way it could be viewed other than a conflict of interest, like if she told the county to hire him? Would that be bad?
