Because of the way employment and campaigns work. I'm not going to defend why the system works this way but campaigns are basically private corporations with special tax laws and employment contracts. They can't simply be moved without a whole bunch of legal changes in several states.

But some of them can and have and then with the billionaire donors, you hire the remaining people you need to get it done. It's really not this big roadblock you're making it out to be.
