It functionally does. They'd have to be already hiring lawyers and office coordinators. Like, today. The system is engineered to make dark horse runs impossible and that is going to hurt any late period roll out. I'd love it if it was anyone else, that's why there should have been a primary.

Kamala is right there. She's been there. She's not my favorite candidate, but abortion is on the ballot and first female, minority president isn't a bad thing. That would take care of your federal election law donation roadblock.
