I wonder if the literature on the German constitutional court in Karlsruhe (400 miles from Berlin) supports your "it might be better to place the court away from other power centers" thesis. I don't think they that court works from a storefront at a strip mall, tho.

Hats off to this person. I have my own, less serious machinist-to-Yale-Law tale: After college, I worked in a machine shop. No computer controlled machines. Not the kind of high-level, high-skill work described in the article.

I feel (i do not have numbers) that the same is true for driving with a suspended license. I thought it would tamp down arrests, but it hasn’t. Maybe there are fewer stops, but I would have expected … some change.

I don’t think Blake and decrim are similar. But even if you do think they were the same, both places are again doing a thing that doesn’t work: putting people in jail for nonviolent crimes. If jail is important, then it would need to be hooked into support and services. But we always stop at jail.

Portland/Seattle supports your view. Portland decriminalized drugs. Seattle didn’t. Both then had problems with overdoses and „street disorder.“ Both have chosen increased incarceration now.

Not disputing the local emphasis. I think you might underplay the signaling impact from the feds. It was Big News in 1994, if my faulty memory serves. If the feds had passed a treatment/housing bill, that shifts the discourse, and maybe impacts the local.

He’s just referencing the classic jury instruction: if, after examining the evidence, you cannot convict, you must consider whether your abiding hatred permits you to cling to your beliefs. If so, convict anyway.
