Folks in my town are worried about leakage and high co2e refrigerants... Is there a guide to best purchase or, better yet, regulation to ensure maximum net co2 benefit?

Yes. Our inexpensive pathway for this install was to replace our 30yr old AC with a heat pump. The AC had banned refrigerant and was much less efficient than our new heat pump. So replacing the AC has net environmental and cost benefits. www.epa.gov/sites/defaul...
