Oh. Of course. I will explain rules, but these people are struggling. So, do they take my word for it, or do they listen to the people demonizing those who can't defend themselves?

And even if they see that the migrants that they encounter aren’t getting these benefits it is easy enough to believe that “those other people” in neighbouring communities farther away are exploiting the system. And the notion that people are cheating short-circuits any sensible explanation.
