In fairness, GOP has (at least until now) more openly hostile toward the ICC, though lots of Dem electeds are ICC skeptics (~40% of House Dems and >50% Senate Dems signed letters in 2020 calling for Trump admin to take action vs Court after Afghanistan investigation was announced)

I think, in this situation, an ICC warrant is probably unlikely to generate further incentives to escalate to hold on to power, because he already has pretty strong such incentives given that he's on trial domestically (which I think has been underemphasized as a factor explaining his behavior)
