Especially since putting it in during construction is far easier, its just a 220V/30A circuit to one parking bay associated with each apartment. You don't even need the chargers, just the wires.

Where's the power come from though? I'm no electrician or engineer, but I do understand the Law of Conservation of Energy, and you can't make more water by adding bigger pipes to your house ...

A regular 15-20A 120v circuit like the one your microwave/toast/hairdryer uses is enough to get most EVs 20-50miles of range overnight. A huge portion of the apartment dwelling market would be covered by that much daily range.
