I agree, but it's a question of how do you do it. For most mid to large cities in the US fares cover 20-30% of their operation expenses. If you get rid of fares tomorrow either you cut service or find new tax money. If you can find that tax money it would be better spent increasing service.

Going fare free is a good long term goal, but it requires improving service to a level that enough people choose to take transit over driving. Local politics revolve around the people with the time and energy to show up to meetings, so you have to get those people on transit
