Is if you pass all of the cost onto the customer, instead of accepting slightly smaller profits. Profit at your average full service restaurant is ~5%, quick service is ~8%, and bars are in the 10-15% range.

On top of that - if we accept something like a nationwide minimum wage of $15, then you'd have the cost of a pizza rising by that ~$4 (assuming there'd be some external food cost rise as well), but the pizza would be cheaper in real dollars for the people at the bottom of the chain.
