This is not a library. It violates every one of Ranganathan’s Laws: Books are for use. Every person their book. Every book its reader. Save the time of the reader. A library is a growing organism. A “library” that literally closes its doors to ANY patron is a salon for fascists. 📚

I talked about doing this, before the copy/paste Arkansas law got injoined in court, but I don't think it will protect libraries from the intentional vagueness of the law.
