tl;dr: If Biden withdraws Harris does not automatically become the nominee. It’s open season. She could win, or she could lose, but she starts with zero delegates.

She starts with zero delegates technically. But do you really believe the VP of the sitting administration truly starts with zero votes? No incumbency benefit or even just pride in the administration's accomplishments?
