This story, based on interviews with IDF soldiers who recently served in Gaza, reports IDF targeting of civilians and civilian objects. If true, these are clear war crimes.

France has indicted Assad over the use of chemical weapons. The French court denies that head of state immunity protects him from prosecution. An interesting new front in the effort to provide accountability for international law violations.

The approach now endorsed by Sec. Yellen avoids the legal pitfalls we identified in our Stanford L.Rev. article, "War Reparations," but still gives Ukraine the money it needs now for rebuilding and fighting the war.

The Security Council's inaction in response to the wars in Gaza and Ukraine has put a spotlight on structural problems at the UN.

In this forthcoming article, Maggie Mills, Heather Zimmerman, and I argue that "non-amendment reform" offers a promising path forward.

The United States’ actions since 9/11 have chipped away at the protections for civilians established after World War II, writes @oonahathaway.bsky.social. Now, Washington must change tack to better protect civilians in war and enforce constraints on the use of force.

The plan to seize Russian assets doesn't stop there. There's now a bill in Congress to require the President to seize Iranian assets, patterned on REPO: congress.gov/bill/118th-c.... China is surely next. One can expect sovereign state assets to flee the U.S. once this gets started.
