Wait, was the only thing stopping POTUS from being able to imprison people with an "official order" and nothing else the possibility of being criminally liable for it? That seems like a very low bar. If it's a bar at all. Did I miss another part of that ruling?

In theory, impeachment. And the theory that people who would have to carry it out would refuse "illegal orders". But in general, the founding fathers put an awful lot of weight on the assumption that those elected or appointed to high offices would be "gentlemen" in the conduct sense of the word.
