That goes back to the Ag Census I mentioned above, which is not capturing on-farm direct sales of live animals as per capita consumption (those are captured as receipts, but not consumer habits). The Ag Census is measuring the farm and population side, not what people eat. It's quite useful for me!

In terms of goat consumption, what we do know is that even with official numbers (again, not capturing on-farm sales of live animals that someone butchers on their own), per capita consumption more than doubled from 2011 to 2021 and the imports tripled from 2014 to 2021:
