As others have pointed out, under the supreme court’s jurisprudence the President (probably) cannot promulgate detailed clean air standards through statutory agency decisionmaking, but could order the military to have oil executives rounded up and shot.

Well the president could order that air standards be enforced, arrest those who disobeyed and pardon those who help enforce them, and then not be prosecuted for so ordering.
