It's so deeply and so obviously flawed that I think he can't have meant it seriously (like neither he nor the Atlantic looked that up before publishing?). That's a source in the party communicating to the Biden team "listen, it's not just the NYT, we're panicking out here."

i think he just forgot that the house has to confirm a new VP, that was missing from the original version that was published and very hastily added later without a note
