These pro-voucher people were under the impression that this would only be deployed in cities with mostly black and brown students. Suburban and rural Americans otherwise like their public schools. I guess they need lessons on how capitalism works.

It makes complete sense. Not only can most rural people not afford private schools (vouchers only cover a portion); there also very few if any private schools in rural areas.
