I think he would have done so if he thought Milley was loyal, would have accepted the pardon, and could guarantee the result. Next time he'll have more confidence in his appointees and the military personnel he maneuvers into place, and they'll be more confident of their legal cover.

Not to nitpick, but it seems clear now that he had greater foreknowledge of and coordination with (through his cronies) the main Jan 6. instigators, so it was some distance from "mob riling" and much closer to "militia coordinating."
