Does she have the ability to preclude county prosecutors from pursuing cases?

Governor Hobbs issued an executive order last year banning local prosecutors from bringing abortion-related charges and centralizing that authority under the AG's office. I would assume at some point a local prosecutor will try to do it anyways, and obviously Kris Mayes won't be in office forever.
