I think it's because the reality of getting these things made into policy is much different than what anyone imagined. People want drama and the gritty work of getting these things through a hostile Senate and past incredibly hostile major industries is just not the stuff of heroic fiction.

Americans want some sort of Messiah who will lead us to the promised green land, almost literally to Eden, and that never was possible. People are unhappy that they're not getting that but that was never in the cards.
