The whole system relies on assuming that the natural order will always ensure that only those who deserve it will ever suffer. They're just prepared to say it more and more openly now.

Its a sociopathically simple idea - all evils befall the deserving. I recall some people (on tv and in my town) after Katrina basically saying "well if New Orleans wasn't a den of sin..." Oddly enough the same logic didn't apply years later to Joplin for some reason...
