If you look at a lot of manga--the most complex backgrounds are establishing shots and whenever blocking in the scene comes up (where the characters are moving/standing). It can vary a lot, but many panels are just talking heads with a suggestion of a background, or none.

This is true even for live action video. The depth of field is usually constrained in close-ups of people so that they're in focus against an essentially abstract background
